If Troll doesn't waste his whirling axes it is very very hard for PA to all game long. The other counter is to pick a carry like troll warlord that matches up well against her all game long and learn the matchup. Even then, you will need to transition this early game into a midgame push which requires working with your teammates.

The main counter to her in the low mmr is to pick someone who can kill her and anticipate that PA will not leave the lane early enough after it is obvious the lane is not safe to farm there. Any reasonable early game magic damage hero can kill her over and over again.

Her farming is very slow compared to other early game carries and she is deleted by 2+ stuns unless she has a bkb. I mained PA for a really long time and after 4 years of nothing but buffs she still sucks very bad. She also is punished heavily by good heroes and trying to win a game of dota. She definitely punishes standing around for 30 minutes and poor item builds. I don't know if those lists on liquipedia are often updated btw, not sure if the site is used that much nowadays Silencer can be played as a carry but is better as a 4 or even 5.
